Was Wavinya Ndeti the best MP in use of CDF funds?

Ms Wavinya Ndeti, who is now vying for governor in Machakos County on a Wiper Party ticket, was the MP for Kathiani constituency from 2008 to 2013.

In an interview on "Jeff Koinange Live" on June 14, 2017, Ms Ndeti said she had been ranked the best MP in the utilisation of Constituency Development Fund (CDF) money during her term as MP.

Newsplex contacted the National Taxpayers Association several times seeking their archived records on MPs' performance, but they had not responded by the time of this posting. 

However, media reports from 2011 show Ms Ndeti was ranked the best in reducing the misuse of taxpayers’ money, recording a 23 per cent improvement in the utilisation of public funds and was also ranked most transparent. There is no reason to doubt Ms Ndeti’s claim.
