County governments can easily achieve their growth plans by aligning their manifestos and development priorities with Vision 2030 medium term plans, a top official has said.

Speaking to the Nation, Julius Muia, the Director General of Vision 2030 Delivery Secretariat, said since most of the county integrated development projects borrow heavily from Vision 2030’s medium term plans, governors should align their manifestos and growth priorities to the national blueprint which seeks to transform the country into a middle-income economy over the next 12 years.

If this is done, he said, the country, “will enjoy a high economic growth rate that will propel the counties and the country to upper middle income status and enable the citizens to enjoy decent lives.”

Dr Muia also said devolution was not an accident but had been foreseen and anticipated in Vision 2030 before it was enshrined in the Constitution.

He also expressed confidence that Vision 2030 flagship projects were on course and none of them had stalled.

In his Jamhuri Day speech, President Uhuru Kenyatta said he would anchor his second term on what he called “The Big Four” pillars: food security, affordable housing, manufacturing and affordable healthcare.

According to Dr Muia, these pillars are also envisaged under Vision 2030.

“The President has picked four of the 24 sectors of the Vision 2030 because they have the highest potential to transform this country,” he said.

“What we are looking for in Vision 2030 is to transform Kenya from the challenges of food insecurity, low income, and unemployment to a upper middle income economy”.
