Governor Joho reshuffles cabinet, vows efficient service delivery

Mombasa Governor Hassan Joho made changes to his cabinet that saw Lands and Urban Planning executive officer Francis Thoya take over as the County Secretary.

In his second major government reshuffle, the governor sent two senior officers on leave but did not disclose why.

While announcing the changes, the governor indicated that a further reshuffle, to ensure quality and timely service delivery to the residents of Mombasa, were on the way.

Mr Thoya, a former journalist and one of the most visible members of Mr Joho’s government, has taken over the powerful position of County secretary from Mr Hamisi Mwaguya, who was re-designated to Chief of Staff in the governor’s office.

Mr Anthony Njaramba, the executive officer for agriculture would also run the Lands, Housing and Urban Planning Docket in acting capacity.

Mr Joab Tumbo who has been in charge of Tourism is the governor’s advisor on water security and climate change resilience project, a newly created position.

His former position will be taken over by Ms Binty Omar, the county’s executive officer of health also in an acting capacity.

Mr Khamis Juma the former chief of staff is now a sub-county administrative coordinator.

Mr Abdalla Mwabami, chief officer department of youth, gender and sports and his tourism counterpart Simon Mbaru have been sent on leave.

Their positions have been taken by Ms Rabia Salim and Rajab Babu respectively.
