House Business Committee top agenda as MPs return

The National Assembly resumes Tuesday afternoon for its third session after a two-month break.

The first order of business will be the constitution of the House Business Committee (HBC) that sets the agenda to be transacted by members during the session.

Standing Orders provide that once the powerful 12-member committee, chaired by the Speaker, is inaugurated, the House shall stand adjourned until the next day’s sitting because it will have no business to transact.

The committee will retreat in the evening to set the agenda for the following day.

During the normal parliamentary session, the committee meets every Tuesday evening, usually at the rise of the House, to set its agenda for the week and the following Tuesday.

PARTY BUSINESS

Whereas the ruling Jubilee Party wants to maintain the membership in the last session, the National Super Alliance side wants to replace Emuhaya legislator Omboko Milemba with his nominated colleague, Godfrey Osotsi.

By dint of their House leadership positions, the committee's automatic members are Speaker Justin Muturi (chairman), majority leader Aden Duale (vice chairman), minority leader John Mbadi (Suba South), majority whip Bernard Washiali (Mumias East) and minority whip Junet Mohamed (Dina East).

On Tuesday afternoon, the House must approve the nomination of Amos Kimunya (Kipipiri), Joyce Emanikor (Turkana Woman Representative), Mwangaza Kawira (Meru Woman Representative) and Shadrack Mose (Jubilee) for appointment as members of the HBC.

On the Nasa side are also Mishi Mboko (Likoni), Makali Mulu (Kitui Central).
